Government authorities and their services
Ads for government services are subject to certain restrictions in Yandex Direct:

You can only promote assistance in obtaining documents or other services provided by government authorities. For example, assistance in obtaining a registration certificate. Such ads must not guarantee that the document will be obtained. If you offer assistance with government applications, your ads must clearly disclose that the service is provided by an intermediary.

You can't create ads for retrieving official property records from the Unified State Register of Real Estate or services that offer assistance in obtaining them.

Ads must not feature any national symbols (flag, coat of arms, or anthem) or claim that the promoted objects are approved by state authorities, local governments, or their officials.
Special documents are not required for placement.
